| Jacob serves as Deputy Director of the Office of the Customer Experience at the New Jersey Division of Taxation. In this role, he oversees taxpayer communications, correspondence, customer service, legislative matters and local property taxation. His areas also include the Taxpayer Advocate and Stakeholder Liaisons for tax practitioners, senior citizen organizations, and municipalities.
Jacob began his career with the Division in February 1999 as an agent on the customer service hotline and steadily advanced through progressive leadership roles. He was promoted to Supervisor in the Taxation Education and Media Branch, where he spearheaded the creation of Taxation University - the Division’s first comprehensive education outreach initiative. This program developed and delivered customized curricula providing in-person instruction on tax law administration to Division employees, individual taxpayers, business owners, and tax practitioners.
He later led a major reorganization, consolidating previously fragmented functions into the Legislation, Communications, and Disclosure Branch. As the inaugural Chief of this branch, appointed in 2023, Jacob unified Division communications and legislative analysis under a single command structure while strengthening compliance with public disclosure requirements and IRS confidentiality standards. He serves as a liaison between Division leadership, the Department of the Treasury, and the public on administrative and legislative priorities.
Beyond his professional contributions, Jacob is an accomplished actor, musician, and sound designer. He has performed in and composed original scores for film and theater productions, and he continues to perform with several musical groups across the Jersey midlands and the shore.
