Strategies to Reduce Health Care Expenses

Ed will discuss strategies to reduce health care costs for employers and individuals. Topics to be discussed will include Qualified High Deductible Health Plans, Health Reimbursement Arrangements (HRA) and Health Savings Accounts (HSA). Nuances of the plans, and their commingling, will be discussed together with funding vehicles, rules, advantages, eligibility, contribution limits, and what counts as qualified medical expenses. To conclude, Ed will discuss Self Insured or Stop Loss plans, current legislation and advantages, disadvantages.

Margaret (“Peggy”) Gallagher, CPA, is in the Technical Resources department at WithumSmith+Brown’s Morristown office. Ms. Gallagher focuses her work on interpreting and applying technical accounting and auditing standards, and independence matters. With more than 25 years of accounting and auditing experience, her industry expertise includes manufacturing, distribution, construction, life sciences, real estate, non-profits and employee benefit plans. A frequent lecturer, she develops and presents accounting and auditing education classes for statewide audiences.

Ms. Gallagher is a member of the New Jersey Society of Certified Public Accountants (NJCPA) and serves on the NJCPA Accounting and Auditing Interest Group. She is also a member of the American Institute of Certified Public Accountants (AICPA) and a board member of Student/Partner -Alliance, Millburn, NJ. Ms. Gallagher received her bachelor’s degree in accounting from Fairfield University, where she graduated magna cum laude. She was awarded the 2013 NJ BIZ Best 50 Women in Business Award.

He has more than 35 years of experience with federal, multistate, state and local taxation -- and may be best known for his public speaking on tax topics. Mark splits his time between the Firm's New York City and Buffalo offices.

Mark has represented numerous Fortune 500 companies in connection with corporate, withholding and sales tax audits as well as dozens of individuals who appear on the Forbes 500 list of wealthiest individuals in the United States in connection with New York income tax inquiries.

Mark taught courses in the Tax Certificate Program in the School of Management at the University of Buffalo on state taxation and tax practice and procedure. He is a member of The CPA Journal editorial review board and has written numerous books, articles and treatises on the subject of multistate taxation.
