Howard J. Bookbinder, CPA, practices in Fair Lawn, New Jersey, and is a former instructor of accounting and taxation at Rutgers University. Additionally, he frequently lectures on federal tax updates, payroll tax issues, ethics and Circular 230. Mr. Bookbinder has addressed many professional, civic and community groups in New Jersey, Ohio, New York, Alabama and Georgia, including the American Society of Women Accountants, Mended Hearts, Bergen County Bar Association, Rotary Clubs, Lions Clubs, AARP, The Telephone Pioneers and NCCPAP. He has also lectured to firms on an in-house basis in the area of professional ethics and taxation. Mr. Bookbinder is a frequent lecturer at many tax seminars sponsored by the New Jersey Society of CPAs, the AICPA, Kean University, Rowan University and the Internal Revenue Service. He served as chairman of the Cooperation with the Internal Revenue Service for four years and is a current member of the New Jersey State Tax Committee. He has been involved with the Internal Revenue Service symposiums for IRS employees and tax practitioners for the past several years. He is a past president of the Bergen Chapter of the New Jersey Society of CPAs and a past trustee of the New Jersey Society of CPAs. He is a contributing author for the Bergen Record’s Tax Mailbag column, and has appeared on the cable TV program of the same name. Mr. Bookbinder is the author of Write-up Services for Small Businesses, a book published by the AICPA. Mr. Bookbinder is a graduate of Pace University and has attended the American Institute of Banking.

Jane Fearn-Zimmer

Jane M. Fearn-Zimmer is a shareholder in the Elder and Disability Law, Tax, and Trusts and Estates Groups of Flaster/Greenberg, PC. She dedicates her practice to serving clients in the areas of elder and disability law, special needs planning, asset protection, tax and estate planning and estate administration.  

Known for her dedication to helping others, Ms. Fearn-Zimmer helps families find the best long-term care and a way to pay for that care, often using public benefits. She guides families of the elderly and disabled through the nursing home admissions process and through the maze of qualifying for public benefits programs to fund long-term care, such as Medicaid and SSI benefits. She also assists the elderly and the disabled and their loved ones in tax and estate and asset protection, as well as assisting and representing clients at Medicaid Fair hearings.  

For over 13 years, Ms. Fearn-Zimmer has helped countless families deal with disability related issues using general durable powers of attorney, health care powers of attorney, guardianships, special needs trusts, and Medicare set aside arrangements where appropriate. She also brings an exceptionally broad perspective to her work due to her strong litigation background. She was a former federal judicial clerk to the Honorable John S. Unpingo, Chief Judge of the District Court of Guam, where she served on the Civil and Criminal Justice Reform Act Committees for the District of Guam.  

A frequent author and lecturer, Ms. Fearn-Zimmer speaks and writes on a variety of tax, special needs planning, Medicaid planning, guardianship and estate planning topics to a broad range of groups, including Clear Law Institute, the National Business Institute, the New Jersey State Bar Association, the Burlington County Bar Association, and the Gloucester County Legal Education Association, and more. She also maintains an Elder & Disability Law Blog, which is designed to help caregivers find real-world solutions, offer support and provide practical strategies. Additionally, Ms. Fearn-Zimmer serves as the Editor of The Elder Law Report, Including Special Needs Planning, a national newsletter, through which she updates attorneys regarding new developments in elder law and special needs planning.  

Ms. Fearn-Zimmer is an active member of the New Jersey State Bar Association, the New Jersey Chapter of the National Academy of Elder Law Attorneys, and the Burlington County Bar Association and is the Immediate Past Chair of the New Jersey State Bar Association Elder and Disability Law section. She is also an Accredited Attorney with the U.S. Department of Veteran's Affairs. 

Ms. Fearn-Zimmer has been admitted to the New Jersey Bar since 1996, and previously practiced civil litigation in New Jersey.

Glenn has worked for the Internal Revenue Service for 33 years. He began in Taxpayer Service in 1989 as a Taxpayer Service Specialist answering account and tax law questions on the IRS’s toll-free phone line until becoming a Revenue Agent in 1994. During his 11 years as an Agent, Glenn worked in the Examination Problem Resolution Unit as a caseworker, a cooperating Agent for Criminal Investigations and was a Taxpayer Advocate at the model walk-in office in Edison. Glenn is also a certified instructor for the IRS and has spent four years training the new incoming Revenue Agents from 2001 to 2005.

Additionally, Glenn worked in the former Taxpayer Education & Communication division during its stand-up in 2001 before it was eventually realigned into Communications & Liaison. His current assignments include the Annual Federal State Tax Workshops, North & South Jersey Working Together, AARP, multilingual associations, school districts and the underserved community.

As co-founder and managing partner of Capstan Tax Strategies, Ms. Johnson helps commercial real estate owners and investors realize significant tax savings by utilizing valuable engineering-based tax depreciation and incentive strategies. In addition to offering a unique combination of business acumen, accessibility, and genuine warmth, Terri is constantly on the cutting edge of changes in the industry to help ensure that her customers realize maximum savings.

During her 23 years in commercial real estate, Ms. Johnson has authored a number of articles and has been a frequent speaker on cost segregation studies. Ms. Johnson’s ability to maintain a personal connection while conveying sophisticated information has made her a sought-after speaker, one who consistently assesses audience response and adjusts her talks accordingly. She speaks extensively to the public about tax incentives for real-estate owners, and provides customer-specific sessions and training for clients, as well.

When the IRS finalized the Tangible Property Regulations, Ms. Johnson worked collaboratively with CPAs and their clients to take very complicated information and present it so that CPAs could understand the new regulations and how best to talk with their clients about the immediate opportunities. Her approach—which focuses on the practical applications—remains both frequently requested and well received. In addition to providing general information about the regulations, Terri often takes on a client-specific consulting role, helping clients and CPAs smoothly incorporate the new regulations into their business process.

Ms. Johnson is a past president of CREW Philadelphia, a past CREW network director, and a past CREW foundation trustee. She was invited into The Counselors of Real Estate in 2014 and currently serves as treasurer of the Delaware Valley chapter. She is an associate member of the Pennsylvania Apartment Association-East, ICSC, and AICPA. In 2010, Ms. Johnson was recognized by SmartCEO magazine as a Brava! Award winner. She previously served on the Advisory Board of Resonate LLC (now Sustrana).

Ms. Johnson has achieved Masters Level in Strategic Coach. She is also a member of the Atheneaum of Philadelphia and was recently named a Rothman Institute Ambassador. She serves as treasurer for the Parents of Meadowbrook School.

Ms. Johnson is a 1982 graduate of the University of Alabama, Tuscaloosa.

Allyson Milbrod is a Tax Director at EisnerAmperwith over 15 years of experience in public accounting. Her expertise includes the review of corporate, individual and partnership tax returns, tax planning for businesses and individuals, multistate taxation issues and representation at federal and state audits.

Allyson has extensive experience assisting closely held businesses and pass-through entities with their corporate and personal tax needs. She serves various clients with a concentration in the manufacturing, distribution and law firms industry. Allyson also specializes in Employee Stock Ownership Plans (ESOPs) companies that are either wholly-owned, or partially-owned, by ESOP companies.

Christina started with the Division in 2007 in the Customer Service Call Center. During her 8 years in the Division’s Customer Service center she gained a vast knowledge of all taxes and programs administered by the Division. She assisted not only the taxpayers of New Jersey during her time in the Customer Service center but also the practitioners and business community through the Pratitioner Hotline. Christina joined Taxation University in 2015 where she became a strong part of our employee training program and continued to assist the practitioners and business communities by providing valuable tax information through seminars and education. In April of 2020 Christina moved to the Office of Legislative Analysis to assist in navigating the legislation that impacts the Division. As of the spring of 2023 Christina is the newest addition to the Office of the Taxpayer Advocate. Christina has served on various projects over the course of her career including the planning and implementation of the Division first ever New Hire Boot Camp training program in 2017, the Intergrated Tax System training plan implementation, and most recently the ANCHOR Program advertising and outreach campaign. Christina’s tax knowledge, customer service experience, and project management skill set is a strong assest to the Division of Taxation. Christina is a loving mother of three and an avid baker.

Alexis Reid

Alexis is a Taxpayer Service Representative in the Taxation University Branch. She provides instruction for all tax types, computer science, and teaches personal and professional development skills in areas such as leadership and team building. Alexis’ vast tax knowledge, presenting history, and cheerful engaging disposition make her a sought after and often requested public speaker.

Alexis started with the Division’s Customer Service Center in 2001. She has since worked with the Customer Service Center Training Department and served as the administrator and trainer of the Division’s internal training department.

Alexis provides various courses and workshops to the public on taxes and programs administrated by the Division of Taxation. Her knowledge of New Jersey tax responsibilities and her experience with Internal Training has given her the opportunity to assist Division employees, New Jersey residents, small businesses, and tax professionals.

Alexis is happily married, enjoys traveling, and is a singer.
