Susan A. Feeney, Esq., is a partner with the law firm of McCarter & English. Ms. Feeney's practice concentrates in the areas of state taxation and local property taxation. She is admitted to the Bars of the states of New Jersey and New York and is a member of the Essex County, New Jersey and American Bar associations and a fellow of the American Bar Foundation. Additionally, Ms. Feeney is a member of the Sales and Use Tax Review Commission of the State of New Jersey. She lectures frequently on the subject of state taxes and local property taxes to civic and professional groups and is an adjunct professor at Fairleigh Dickinson University in the master’s of taxation program.

Ms. Feeney graduated summa cum laude from Fordham Law School and holds an undergraduate degree from Seton Hall University. She has considerable experience in litigating tax appeal cases involving office complexes, hotel, data centers, golf course properties and manufacturing facilities. Ms. Feeney’s expertise in New Jersey sales and use tax law frequently provides planning strategies for clients in the sales and use tax areas.

Pat Foray has spent 30 years with the State Of New Jersey exclusively in Field Audit operations. A field auditor for 14 years, Pat examined the books and records of small, medium and large companies as well as individuals. A field audit supervisor for 10 years, Mr. Foray managed the activities of an audit group ensuring the states many tax laws are fairly applied. Mr. Foray was promoted to Assistant Chief late 2010 and is currently responsible for all field audit operations in Northern New Jersey. Has been the lead instructor for many Division training classes, including those for new hires and is frequently asked to speak to various associations and taxpayer groups on State Tax issues.

Alan J. Preis, CPA, principal in Alan J. Preis, CPA, PC, conducts a practice limited to state and federal tax matters in Florham Park, New Jersey. Previously, he spent more than twenty years in the Parsippany, New Jersey, office of Deloitte & Touche, where he was a tax partner concentrating in New Jersey and multistate tax matters. Mr. Preis is a professional resource to CPAs, attorneys and businesses in matters of New Jersey and multistate taxation. He lectures on state tax matters and is recognized as an outstanding instructor by the American Institute of Certified Public Accountants and as a Distinguished Discussion Leader by the New York State Society of CPAs (NYSSCPA) Foundation for Accounting Education. Mr. Preis is the co-author and instructor of a full-day course on New Jersey taxes presented annually for the New Jersey Society of Certified Public Accountants (NJSCPA). He has chaired the NJSCPA State Taxation and Multistate Taxation committees, as well as the NYSSCPA Interstate Taxation Committee. He is a member of the AICPA Tax Division and has served on its State and Local Taxation Committee. Mr. Preis served on the Taxation Committee of the New Jersey Business and Industry Association and Governor Codey appointed him to the New Jersey Sales and Use Tax Review Commission. He received a B.A. from Columbia University and an M.B.A. from the Wharton Graduate Division of the University of Pennsylvania.
