Dave Gannon, CPA, PSA, RMA With over 16 years of public accounting experience, Dave Gannon is a partner in the Public Sector Practice at Wiss. His significant professional experience in the public sector includes financial statement audits, performance audits, single audits, internal audits, forensic audits and special consulting engagements.

Mr. Gannon is currently the Engagement Partner on the following engagements: Kean University, Jersey City Public Schools, Trenton Public Schools, Cherry Hill Public Schools, East Brunswick Public Schools, Manchester Public Schools, Spotswood Public Schools, Piscataway Public Schools, Roselle Public Schools, Middlesex County Vocational and Technical School, New York City Economic Development Corporation (internal audit), New York City Industrial Development Agency (internal audit), Newark Watershed Conservation and Development Corporation, Township of South Brunswick, Township of Marlboro, and the County of Hunterdon.

In addition to the above, throughout Mr. Gannon's career, he has provided audit services to a number of large and complex organizations, including: New Jersey Economic Development Authority, New Jersey Schools Construction Corporation, New Jersey Department of Community Affairs, New York City Housing Development Corporation, New York City Department of Education and Suffolk County.

Prior to joining Wiss, Mr. Gannon worked as an Audit Manager at Ernst & Young for approximately four years, specializing in serving large, complex public sector entities. In addition to performing financial audits, he also has performed numerous single audits in accordance with the Single Audit Act, OMB Circular A-133, and NJ OMB Circular 04-04. Chuck Grande, President at Integrity Consulting Group (ICG), has more than 30 years of experience in the employee benefits field. Before joining ICG, Mr. Grande was a health benefits consultant for regional, national, and worldwide insurance brokerage firms as well as carrier representative for a prominent national health insurance company. His responsibilities included health plan sales, ongoing customer account management, and developing cost-effective benefit/financial solutions for multi-million dollar accounts in both the private and public sectors. At ICG, Mr. Grande is responsible for overall account management, including renewals, financial settlements, negotiation and review of carrier bids, and union negotiations under the collective bargaining agreement process. A graduate of Rutgers University, Mr. Grande earned a Bachelor of Arts degree. Mr. Grande is licensed in the State of New Jersey with authorities in Life Insurance, Accident, Health or Sickness, Personal Lines and Property Casualty.

Patricia Lagarenne

Patricia Lagarenne, CPA, joined the Office of Fiscal Policy and Planning as a Planning Associate in 2012. Previously she worked for the department’s Office of Fiscal Accountability and Compliance. Patricia assists OFPP with all the development and administration of fiscal policy guiding school districts and related provision of technical assistance. She received her Bachelor of Science degree in Accounting from Wagner College in 1990. She is licensed in New York and New Jersey, holds a New Jersey School Business Administrator Certificate and is a member of the Association of Government Accountants.

Michael Mindlin

Michael Mindlin, CPA, M.S.T., is a planning associate at the Office of School Finance for the New Jersey Department of Education. He has been a member of the Fiscal Policy and Planning group since 2001. Mr. Mindlin’s primary responsibilities include accounting and financial reporting guidance for districts and independent public accountants; maintaining the school district Chart of Accounts; issuance of approved indirect cost rates; and school district travel procedures.
