This 2-part program will discuss recent updates to accounting for pension plans and cash balance plans. A key reason for the growth of cash balance plans was the improved ease of understanding a participant’s retirement benefit, and the movement to retirement income based on lump sum values, similar to 401(k) savings plans, and the availability of lump sum payment options. Cash balance plans contain features of both defined benefit (DB) and defined contribution (DC) plans. This allows the plan sponsor and participants to take advantage of features of both types of plans.

Employee Benefit Plan Accounting and Auditor Update - David Dacey and Sheri Wronko
This update will cover recent developments affecting the conduct of audits of employee benefit plans. The session includes areas of interest, such as the recently issued accounting standards update related to the liquidation basis of accounting and its effect on employee benefit plans, accounting and auditing considerations related to self-directed brokerage accounts and ERISA spending accounts and other developments and areas of interest.

David R. Dacey, CPA, is the partner in charge of Withum’s Technical Resources Group, the group which oversees A&A quality within the firm. Dave is based in the firm’s New Brunswick office and has over 30 years of professional accounting and auditing experience. Dave is a certified public accountant in the state of New Jersey. Dave also heads Withum’s accounting and auditing policy CPE committee and is responsible for researching and disseminating updates on technical accounting and auditing pronouncements to the Firm’s professional personnel. His experience spans many industries, including various aspects of manufacturing, wholesale and distribution, and service industries including the legal and medical professions, construction and retail.

Dave received his bachelor’s degree in accounting from Rutgers University, Newark. Before joining Withum, Dave worked with a large regional firm, and with the American Institute of Certified Public Accountants (AICPA). He is a member of the AICPA, where he has participated in various task forces of the SEC Practice Section Peer Review Committee. He is also a member of the New Jersey Society of Certified Public Accountants (NJCPA) and is a frequent presenter at various NJCPA educational seminars, including their annual ERISA conference for 2010 through 2017. Dave resides in Somerset County, NJ.

William Nusblat is a vice president and learning officer at Harbridge Consulting Group, LLC, a BPAS Company, in New York. He has over 40 years experience in consulting and administration of both qualified and non-qualified deferred compensation plans and employee benefits. As a learning officer, he prepares and distributes instructional material with respect to cash balance plans to the administration staff and conducts education seminars. Mr. Nusblat assisted legal counsel in the preparation of master cash balance plans for use in Puerto Rico and in the U.S.; he also participates in sales presentations illustrating the benefits of cash balance plans. He recently authored an article posted at http://www.linkedin.com/company/bpas which is titled “Traditional Defined Benefit Plan or Cash Balance Plan, Which is The Best Way to Go?”. Mr. Nusblat has a BS degree in Mathematics from York College of the City University of New York and has done advance studies at Courant Institute of Mathematical Sciences, New York University.

Sheri Wronko is a senior manager based in WithumSmith+Brown’s New Brunswick office and has 17 years of experience in auditing ERISA plans including 401k, 403b and defined contribution plans. She is a certified public accountant in the State of New Jersey and a member of the Firm’s Employee Benefit & Pension Plans Services Group. She manages over 80 ERISA plan audits for the Firm’s New Brunswick office. Ms. Wronko is a contributing writer to WithumSmith+Brown’s ERISA Knowledge Corner and has been a presenter at the firm’s ERISA training. Ms. Wronko is a graduate of Penn State University, University Park, PA, where she earned a bachelor of science degree in Accounting. She is a member of the New Jersey Society of Certified Public Accountants (NJSCPA) and American Institute of Certified Public Accountants (AICPA).
